*Avrupa'da açıkça sıradışı bir yaratıcı potansiyel var. Gerçekten de 
Avrupa dikkat çeken kültürel mirası, en iyi sanat ve tasarım okulları, 
sıradışı sanatçıları, en yenilikçi müzeleri, şaşırtıcı festival ve sanat 
galerileri, lüks markaları, müzik, sinema, basın, bilgisayar animasyonu 
gibi yenilikçi kültür endüstrileri ve mimarlar, tasarımcılar, 
reklamcılar gibi yaratıcı meslekleri ile övünmektedir. Bu yaratıcı 
potansiyelini Avrupa yeterince değerlendirebiliyor mu?Philppe Kern 
sunuşunda teknolojik yenilikçilik dürtüsü, araştırma teşviği, insan 
kaynaklarının en iyi şekilde kullanılması, değerlerin sembolleşmesi ve 
iletişimi ve insanların toplumu tanımaları ve yaratmasına ilham 
vermesiyle yeni ürünler, hizmetler ve süreçlerin gelişmesinde kültürün 
gücünü tarif edecek. Seminer, sanat ve kültür üretimi faaliyetlerinden 
kaynaklanan yaratıcılığı simgeleyen "kültür - tabanlı yaratıcılık" 
kavramı üzerine gelişecek.

Philippe Kern* konuşması, hayal gücü, sezgi ve yaratıcılığı büyüten, 
farklı düşünmeyi besleyen, sanat ve kültürün önemine vurgu yapacak. 
"Kültür - tabanlı yaratıcılığı" ekonomik ve teknolojik yenilikçilikle 
birleştirip, sektörler-arası ve çok-disipliner yönünü kabul eden, 
yenilikçilik üzerine politikalara çağrıda bulunacak. Philppe Kern'e 
göre, Avrupa değişen ekonomik koşullarda yenilikçilik potansiyelini 
yükseltecekse düşünce ve etkilerin buluşma merkez noktası olmalıdır. 
Yaratıcılığı canlandırmak için Avrupa'nın çokkültürlülüğü fırsattır. 
Sürdürülebilir refahla uzlaşabilen amaçlara ulaşmada sanat ve kültür 
vazgeçilmez bir katkı sağlar. Philippe Kern, KEA'nın kurucusu ve 
yöneticisidir. Yaratıcı endüstriler, halkla ilişkiler ve hukuk 
danışmanlığı konularında 25 yıllık tecrübeye sahiptir. Telif hakları, 
tekelcilik karşıtlığı ve ticaret hukuku konularında uzmandır. Özellikle 
Avrupa Komisyonu ve Parlemantosu için Avrupa ölçeğinde çeşitli araştırma 
ve strateji programlarına öncülük etmiştir. Avrupa Stratejisi 
biçimlendirme konusunda çok sayıda kamu ve özel kuruluşa danışmanlık 
yapmaktadır. Uluslararası konferanslarda tanınan, seminerler ve 
atölyeler yöneten Kern, PolyGram'ın Hukuk İşleri ve Halkla İlişkiler 
direktörü ve IFPI Brüksel Ofisinin başkanı olarak görev yapmıştır. 
Avrupa Film Şirketleri Birliği (EFCA) ve Bağımsız Müzik Şirketleri 
Kuruluşu (IMPALA)'nın kurucusudur. Avrupalı Genç Fotoğrafçılık Ödülü'nün 
kurucusu ve genel sekreteridir. Aynı zamanda sanatçıların toplumsal 
konularda ve lateral düşüncede görüşlerini ifade etmelerine olanak 
sağlayan bir alan olan Untitled (Sans Titre)'nin kurucusudur. KEA 
bloguna (www.keablog.com) ve Yaratıcı Avrupa Toplumsal Ağı'nda 
yazmaktadır. Bruge'deki College of Europe ve Strasburg ve Paris 
üniversiteleri hukuk bölümünden mezundur. 	

	
	
*There is clearly an extraordinary creative potential in Europe. Indeed, 
Europe boasts a remarkable cultural heritage, some of the best art and 
design schools, extraordinary artists, the most innovative museums, 
incredible festivals and art galleries, the best luxury brands, some of 
the most innovative cultural industries(music, cinema, publishing, 
computer animation) and creative professionals (architects, designers, 
advertisers) in the world. Is Europe making the most of this creative 
potential?The presentation illustrates the impact of culture in the 
development of new products, services and processes, driving 
technological innovation, stimulating research, optimising human 
resources, branding and communicating values, inspiring people to learn 
and building communities. It develops the concept of culture-based 
creativity to characterise creativity that stems from art and cultural 
production activities.The presentation stresses the importance of art 
and culture to foster imagination, intuition and divergent thinking 
which nurture creativity. It calls for policies on innovation to 
recognise the cross-sectoral and multi-disciplinary aspect of creativity 
which mixes element of "culture-based creativity", "economic" as well as 
"technological innovation." To increase its innovation potential in a 
changing economy Europe should become a central place in the meeting of 
influences and ideas. Europe's multiculturalism is a chance to stimulate 
creativity. Art and culture can make a vital contribution to the 
achievement of objectives that reconcile wealth creation with 
sustainability.

Philippe Kern* is the founder and managing director of KEA. He has 25 
years' experience in the world of creative industries, public relations 
and legal advice. He is a specialist in copyright, anti-trust and trade 
law. Philippe has led a range of research and strategy programs at 
European level, notably for the European Commission and the European 
Parliament. He is advising numerous public and private bodies on the 
formulation of a European strategy. He is an established speaker at 
international conferences, managing seminars and workshops. Philippe was 
former Director of Public and Legal Affairs of PolyGram and head of the 
IFPI Brussels office. He is the founder of the European Film Companies 
Alliance (EFCA) and of the Independent Music Companies Association 
(IMPALA). He is founder and secretary general of EYPA - European Young 
Photography Awards. Founder of Untitled (Sans Titre) a forum for enable 
the expression of artists'point of view on societal issues and lateral 
thinking. He contributes to the KEA blog (www.keablog.com) and Creative 
Europesocial network. He graduated in law from the universities of 
Strasbourg and Paris as well as the College of Europe in Bruges.
