Call For Papers

The republics of Central Asia, 15 years after independence, are still
going through cataclysmic changes in an effort to find their own niche
in the contemporary political environment of the 21st century. The
most significant event in Central Asia, that might suggest the
breakthrough of democracy in the region, has been the Kyrgyz
Revolution of March 2005. Following Georgia and Ukraine, Kyrgyzstan
became the third country among the former Soviet Republics to change
the political regimes in a velvet revolution. Analysts, experts and
ordinary people regarded this event as a shift to the rule of law and
democracy in Kyrgyzstan, with a potential to influence the whole
Central Asian region. However, not every one in Kyrgyzstan shares this
view as some argue what happened in March, 2005 was a coup d'etat.
Nevertheless, today, the new government, led by Kurmanbek Bakiev, is
challenged by a difficult task as it tries to overcome political
instability that has followed the March Revolution.

The Embassy of the Kyrgyz Republic in Germany and Akademikerbund
Hamburg (The Graduate Association of Hamburg) will be hosting a
conference to mark the second anniversary of the Kyrgyz Revolution:

"A View at Kyrgyz Revolution and Prospective of the EU-Central Asia
Relations"

Date: March 30, 2007   Time:  09:00- 19:00
Venue: Abgeordnetenhaus, Niederkirchnerstr. 5, 10111, Berlin, Germany

Though the conference is organized to mark the anniversary of the
Kyrgyz Revolution, the general issues regarding political developments
in Central Asian region will also be discussed. A special attention
will be given to the subject of EU-Central Asia relations.

We invite you to take part in this event by presenting a paper or just
by participating in it. We welcome proposals for papers in the
following topics:

  - The Kyrgyz Revolution
  - Political Developments in Central Asia
  - EU-Central Asia Relations

We particularly welcome the contribution of scholars and NGO activists
who have been closely following the developments in Kyrgyzstan after
the March Revolution. If interested in presenting a paper, please
submit 1-2 page abstract of your paper along with your academic
resume. Please indicate your full name, e-mail address and your
institutional affiliation in application.

A deadline for sending abstracts is March 03, 2007.

The language of the conference is English. However, papers in German
or Russian can also be presented if an English translation is available.

Mr. Maratbek Bakiev, the Ambassador of the Kyrgyz Republic to Germany,
will deliver a keynote address.

Representatives from other Central Asian embassies in Germany, as well
as government officials, NGO activists and scholars are expected to
participate at the event.

There is a 20 Euro conference fee for all participants. Participation,
as well as attendance (as a guest) requires similar pre-registration
for the conference. You can register by sending a mail indicating your
full name, e-mail address and institutional affiliation.

There will be a photo-exhibition of the Kyrgyz Revolution and of the
recent dramatic events in Kyrgyzstan during the conference.All
