Fund

An EU Project on protection of women’s rights in
Turkey will start in Turkey before the end of 2006.
The main objective of the project is strengthening the
capacity of stakeholders to protect women from
domestic violence in order to better advance their
human rights. The Beneficiary Institution will be The
General Directorate of Women’s Status – Kadýnýn
Statüsü Genel Müdürlüðü (KSGM) and the implementing
agency of the project is the UNFPA, United Nations
Population Fund. 

Responsibilities:

Contracted by UNFPA 
Reports to UNFPA, the National Senior Project Officer
and to CFCU. 
Establishes good working relationships with related
government officials, CSOs, and other relevant
institutions 
He/She will be the primary contact for communications
with the Beneficiary, CFCU and ECD 
Oversees work of Project Implementation Team 
Oversees recruitment of short term experts and will be
responsible for the management of the international
and local team of experts; 
He/she  will be responsible for the overall
coordination of the project activities and ensures
timely implementation 
Liaises with Training Advisor on training activities 
Ensures that all activities and reports meet
international standards 
Follow up budgetary allocations with the assistance of
the Financial Officer 
Informs both KSGM and UNFPA monthly and semi-annually
about progress in project implementation via written
reports 
He/she will be responsible for checking that the
project outputs are in accordance with the work plans;

Qualifications and skills:

Graduate degree in social science, women’s/gender
studies or related field 
Postgraduate degree in women’s/gender studies,
management, or related field is an asset 
Training in gender issues and / or violence against
women is an asset 
English spoken and written (level 5); Turkish
knowledge is an asset. 
Full computer literacy 
Good communication skills 
Broad long –term knowledge of all processes in the
area  of gender equality 
Capable of solving  problems at the highest level. 
Professional experience:

Minimum seven years of national and/or international
experience with development, organisation and
management of violence against women and gender
equality projects 
Minimum seven years of experience in internationally
funded projects 
Project experience in EU or/and candidate countries. 
Knowledge of violence against women-related issues and
policies in Turkey or/and EU countries, EU new member
states or a candidate country. 
Experience working in multinational environment

Establishes coordination between trainers and KSGM
team. 
Puts into practice new training programmes and modules

Manages equipment needed for training programs 
Ensures timely implementation and synchronisation of
all training related project activities 
Ensures that all training programs meet international
standards 
Supervises and gives guidance to the training team
during the training delivery 
Informs Project Coordinator about progress in training
program implementation via written reports 
Carry out other duties as appropriate and necessary 
Qualifications and skills:

University graduate in education or related field 
Postgraduate degree in women’s/gender studies or
related field is an asset 
Certificate/document in professional
education/training or equivalent (advanced training
skills including curriculum development) 
Full computer literacy 
English spoken and written (level 5); knowledge of
Turkish is an asset. 
Good communication skills 
Professional experience:

At least five years of experience working on different
aspects of gender equality and/or violence against
women 
Minimum of five years of experience in delivering
gender-related education and training experience in
Turkey or similar country would be an asset 
Experience in national and/or international projects
is an asset 
At least one project experience in curriculum
development 
Knowledge of gender-related education and training
systems in Turkey and in EU countries 
Experience in developing monitoring and evaluation
systems for training

Develops and implements effective communication
strategies and campaigns aimed at raising visibility,
respect the project. 
Develops messages for use by the project staff when
working with partners, especially the press. 
Establishes and maintains effective working
relationships and communication channels with
representatives of all types of media, including
national and local news services and agencies, to
ensure best possible cooperation with the Project. 
Drafts press releases, feature stories, briefing
notes, talking points and other information material
on the Project. 
Monitors information and services provided to media
representatives to ensure their cooperation in
promoting an accurate image of the project and its
programmes among policy makers and the general public.
 Organizes press conferences and other public events. 
Manages the production of  all the BCC materials such
as advocacy booklets, brochures and other publications
as needed, including ensuring quality of content and
design. Plans and oversees editorial production,
reviews manuscripts for the Organization's public
information adherence to objectives and standards. 
Edits all the reports written in English and Turkish.
Prepares the lay-outs and printing. 
Qualifications and Skills:

Advance university degree in communications,
journalism, international affairs or political science
or its equivalent. 
Ability to develop communications strategies and
campaigns to promote organization and thematic areas,
as well a thorough knowledge of journalism and news
cycles, of public information tools and techniques,
and of the entire publication process, including
electronic publishing; excellent writing and editing
skills. Proven track record in generating media
outreach and managing high visibility campaigns or
projects. Advertising/Marketing experience would be an
advantage. 
Excellent interpersonal, communication, negotiation,
and managerial skills required. Self-starter,
proactive, passion for the issues.  Team leader and
team builder. Demonstrated willingness to work as part
of a team 
Detail oriented. Sound judgment. Ability to protect
UN’s image and interests. 
Full computer literacy 
Turkish and English spoken and written (level 5) 
Good communication skills 
Professional Experience:

Minimum 5 years of experience at national and
international level.
