FORLI', 20-21JANUARY, 2006
A new international conference on the Interdependence of the International
Treaties in the Balkan region and the related complex stabilization
process will
take place in Forlì, Italy, on January 20th-21st, 2006, in the Forlì
City Hall.
The conference is being organized by the IECOB, University of Bologna -
Forlì
Campus, jointly with the the Center of Competence for South East Europe,
University of Graz, with the cooperation of the Coimbra Universities
Group, the
Johns Hopkins University and the Center of Constitutional Studies and
Democratic
Development. The event is sponsored by the Italian Ministry of Foreign
Affairs,
the Public Division at the North Atlantic Treaty Organization, and the
Municipality of Forlì.

EUROPEAN CONFERENCE ON GLOBALIZATION, NATIONALISM AND ETHNIC CONFLICTS
IN THE
BALKANS AND ITS REGIONAL CONTEXT, FORUM FOR ETHNIC RELATIONS, BELGRADE,
28-30
SEPTEMBER 2006
Following the previous Conferences in Paris, Forlì and Warsaw, the next ASN
European Conference will take place in Belgrade on September 28th -30th,
2006.
The 2006 ASN European Conference on "Globalization, Nationalism and Ethnic
Conflict in the Balkans and its Regional Context" will be organized by
the Forum
for Ethnic Relations (FER) in the Sava Center, Belgrade, Serbia and
Montenegro.
The three-day Conference will feature two plenary sessions (opening and
closing)
and round tables based on two written papers, to be discussed by the
participants.
REPORT: International Round Table
«The influence of CIS revolutions on the political crisis of Russia:
possible
outcomes and prospects»,
Forlì, November 18th and 19th, 2005
The Europe and the Balkans International Network, in cooperation with the
United Democratic Center of Moscow, Associazione Italiana Slavisti and
Fondazione Garzanti, has recently promoted an International Round Table
on the
influence of CIS revolutions on the political crisis of Russia. This
two-days
Round Table gathered about forty experts from Russia, Georgia, Hungary,
Italy,
Lithuania, Poland, Turkey, and Ukraine.
The widely attended Round Table was one of the rare occasions in which
Russian
and non -Russian scholars convened to debate about the fall of the
Soviet Union
and the ensuing developments. The way the Russian Federation is
recovering from
the 1989 and 1991 geopolitical catastrophes is of concern not just to
Russians
but also to the citizens of the new Central and Eastern independent
post-communist states, who may not share the same opinion on the fall of the
Soviet Empire that gave them independency. This Round Table pointed out
that the
preconditions for a political crisis in Russia may arise if the reform is
stopped or the planned goals not achieved. The Round Table demonstrated
that it
is still open to discussion to what extent Russia is experiencing an
effective,
convincing democratic transition.

Training Courses: Joint University Structures at the city of Mostar:
Preliminary establishment of two new facilities, 21st November to 16th
December,
2005
In the framework of the SCM Tempus project "Joint University
Structures at the city of Mostar: preliminary establishment of two new
facilities" the Grand Holder, namely the University of Granada, has
organized
two training courses in Mostar, from 21st November to 16th December,
2005. CECOB
has partecipated to the project as a partner. The topics covered were the
following: Mediterranean Languages, Culture and History, the Environment and
Human Populations, Life Style and Human Adaptations in the
Circummediterranean
Area; Finland and Fennoscandia: Cultures, Languages and Peoples, the
Environment: how to manage sustainability in the Mostar Territory. Professor
Luigi Bruzzi and Professor Roberta Guerra, from the University of
Bologna, took
part to the project.

Tempus project: Reform of the Law Faculty Curriculum of the
University of
Sarajevo
The CECOB has partecipated as official partner in the framework
of the
Tempus project CD JEP 17122-2002 "Reform of the Law Faculty Curriculum
of the
University of Sarajevo". Ms Federica Gorni, from the CECOB, took part to
the 5th
Steering Committee Meeting and in the final conference "Experiences in
project
implementation - development of the legal education in Bosnia and
Herzegovina",
held on 2nd and 3rd October, 2005, in Sarajevo, organized by the
University of
Graz.
The aim of the fifth steering committee was to review the overall
implementation of the Project with particular focus on the new undergraduate
curriculum, the printing and publishing activities and the purchase of
literature, the high education reform in Bosnia and Herzegovina and at the
University of Sarajevo and the financial aspects of the Project. The
results of
the expert mission to Sarajevo for the evaluation of the project
implementation
were presented and discussed.

IECOB INITIATIVES FOR ENVIROMENTAL EDUCATION IN BOSNIA-HERZEGOVINA
Meeting, Steering Committee: Environmental Education for Sustainable
Development
- A Regional Training Project Scheme for the Adriatic-Ionian Basin
From 2nd to 4th December, 2005, the steering committee of the
project "Environmental Education for Sustainable Development - A Regional
Training Project Scheme for the Adriatic-Ionian Basin", organized by the
University of Sarajevo in cooperation with the IECOB and UNESCO ROSTE,
met in
Sarajevo. The meeting was focussed on the evaluation of the programme of
the XI
Cervia International Summer School as an integral part of the innovative
didactic approach foreseen in the evolving framework of the project. The
meeting
served as a discussion platform to organise the following operative
phases: (a)
the 2006 edition of the Summer School - to be organised in the South Eastern
Europe region - and (b) a further initiative to support the role of the
Regional
Education and Information Centre in its regional networking activities
and as a
didactic incubator for academic activities (e.g. master's in environmental
studies). Francesco Privitera and Andrea Saba from the IECOB and Prof. Luigi
Bruzzi and Prof. Giordano Dominici from the University of Bologna took
parts to
the meeting.

Inauguration: Regional Education and Information Centre for
Sustainable Development in South-East Europe,
Sarajevo, 2nd December 2005
Thanks to the financial contribution by the Italian Ministry of
Foreign Affairs and the active commitment of the University of Bologna, the
IECOB and the University of Sarajevo the Regional Education and Information
Centre for Sustainable Development in South-East Europe has been
inaugurated in
Sarajevo on 2nd December 2005. This initiative is launched in the context of
Uniadrion, thanks to the scientific cooperation by the project leader
Unesco-Roste of Venice. The Centre is established in the framework of the
Project "Environmental education for sustainable development - A regional
training project scheme for the Adriatic-Ionian Basin" with the objective to
create and implement a renewed Environmental Education Programme.
The Centre (REIC) - located at the University of
Sarajevo - aims
to strengthen capacity building in environmental management at the regional
level. Although located in one of the target-countries of this project, the
Centre will operate on a regional level thanks to its links with the main
international networks. In this manner, the REIC will serve as focal
point of
the South-East basin in environmental education.

Workshop on Kirghizistan
On 29th November 2005 the Monitor Unit organized the first of a
series of
meetings on central Asia at the Hotel Città, Forlì. The meeting was
focused on
Kirghizistan. Francesco Privitera made the participants acquainted with
the new
initiative promoted by the Monitor Unit at the IECOB. Karolyn Kadas
introduced
the point of view of the Economist on the economic and political
developments in
Kirghizistan. Enrica Bergamo, responsible for the Monitor Unit at the IECOB,
presented the geopolitical and macroeconomic aspects of the country,
whilst two
Italian undertakings involved in business with Kirghizistan answered
questions
raised by the participants interested in doing business there. The open
structure adopted at this meeting will be used also for the following case
studies. A paper on the political and economic situation of Kirghizistan is
available on request for free (only in Italian). The next meeting will be on
Uzbekistan.
new announcement: Workshop on Bulgaria
In February 2006 the Monitor Unit will organize a presentation on
Bulgaria
for those economic operators that are interested in investing there.
Among the
speakers invited to the meeting, the economic consultant to the
Presidency of
the Republic of Bulgaria and an economic expert from the Bulgarian
Consulate in
Milan. The Monitor Unit is also planning to organize an economic mission to
Sofia for economic operators by the end of March.

A new course for Expert in Cooperation for Sustainable
Development is
promoted by the Faculty of Agrarian Economy - University of Bologna and the

promoted an International Round Table on the influence of CIS revolutions
on the political crisis of <st1:place w:st="on"><st1:country-region
w:st="on">Russia</st1:country-region></st1:place>. This two-days Round
Table gathered about forty experts from <st1:country-region
w:st="on">Russia</st1:country-region>, <st1:country-region
w:st="on">Georgia</st1:country-region>, <st1:country-region
w:st="on">Hungary</st1:country-region>, <st1:country-region
w:st="on">Italy</st1:country-region>, <st1:country-region
w:st="on">Lithuania</st1:country-region>, <st1:country-region
w:st="on">Poland</st1:country-region>, <st1:country-region
w:st="on">Turkey</st1:country-region>, and <st1:place
w:st="on"><st1:country-region
w:st="on">Ukraine</st1:country-region></st1:place>.<o:p></o:p></SPAN></P>

The widely attended Round Table was one of the rare occasions in which
Russian and non -Russian scholars convened to debate about the fall of the
<st1:place w:st="on">Soviet Union</st1:place> and the ensuing
developments. The way the <st1:place w:st="on"><st1:country-region
w:st="on">Russian Federation</st1:country-region></st1:place> is
recovering from the 1989 and 1991 geopolitical catastrophes is of concern
not just to Russians but also to the citizens of the new Central and
Eastern independent post-communist states, who may not share the same
opinion on the fall of the Soviet Empire that gave them independency. This
Round Table pointed out that the preconditions for a political crisis in
<st1:place w:st="on"><st1:country-region
w:st="on">Russia</st1:country-region></st1:place> may arise if the reform
is stopped or the planned goals not achieved. The Round Table demonstrated
that it is still open to discussion to what extent <st1:place
w:st="on"><st1:country-region
w:st="on">Russia</st1:country-region></st1:place> is experiencing an
effective, convincing democratic transition.<o:p></o:p></SPAN></FONT></P>

committee of the project “Environmental Education for Sustainable
Development – A Regional Training Project Scheme for the
<st1:PlaceName w:st="on">Adriatic-Ionian</st1:PlaceName>
<st1:PlaceType w:st="on">Basin</st1:PlaceType>”, organized by the
<st1:PlaceType w:st="on">University</st1:PlaceType> of
<st1:PlaceName w:st="on"><st1:City
w:st="on">Sarajevo</st1:City></st1:PlaceName> in cooperation with
the IECOB and UNESCO ROSTE, met in <st1:place
w:st="on"><st1:City w:st="on">Sarajevo</st1:City></st1:place>. The
meeting was focussed on the evaluation of the programme of the
XI Cervia International Summer School as an integral part of the
innovative didactic approach foreseen in the evolving framework of
the project. The meeting served as a discussion platform to organise
the following operative phases: (a) the 2006 edition of the Summer
School - to be organised in the South Eastern Europe region - and
(b) a further initiative to support the role of the Regional
Education and Information Centre in its regional networking
activities and as a didactic incubator for academic activities (e.g.
master’s in environmental studies). Francesco Privitera and Andrea
Saba from the IECOB and Prof. Luigi Bruzzi and Prof. Giordano
Dominici from the <st1:place w:st="on"><st1:PlaceType

Italian Ministry of Foreign Affairs and the active commitment of the

<st1:PlaceType w:st="on">University</st1:PlaceType> of
<st1:PlaceName w:st="on">Sarajevo</st1:PlaceName> the Regional
Education and Information Centre for Sustainable Development in
South-East Europe has been inaugurated in <st1:place
w:st="on"><st1:City w:st="on">Sarajevo</st1:City></st1:place> on
2<SUP>nd</SUP> December 2005. This initiative is launched in the
context of Uniadrion, thanks to the scientific cooperation by the
project leader Unesco-Roste of <st1:place w:st="on"><st1:City
w:st="on">Venice</st1:City></st1:place>. The Centre is established
in the framework of the Project "Environmental education for
sustainable development – A regional training project scheme for the
<st1:place w:st="on"><st1:PlaceName
w:st="on">Adriatic-Ionian</st1:PlaceName> <st1:PlaceType
w:st="on">Basin</st1:PlaceType></st1:place>" with the objective to
create and implement a renewed Environmental Education
Programme. <o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal style="TEXT-INDENT: 22.1pt" align=justify><FONT
face="Times New Roman" size=3><SPAN lang=EN-GB
style="FONT-SIZE: 12pt"> The Centre (REIC) - located at
the <st1:place w:st="on"><st1:PlaceType
w:st="on">University</st1:PlaceType> of <st1:PlaceName
w:st="on">Sarajevo</st1:PlaceName></st1:place> – aims to strengthen
capacity building in environmental management at the regional level.
Although located in one of the target-countries of this project, the
Centre will operate on a regional level thanks to its links with the
main international networks. In this manner, the REIC will serve as
focal point of the South-East basin in environmental
education.

Unit organized the first of a series of meetings on central <st1:place
w:st="on">Asia</st1:place> at the Hotel Città, Forlì. The meeting was
focused on Kirghizistan. Francesco Privitera made the participants
acquainted with the new initiative promoted by the Monitor Unit at the
IECOB. Karolyn Kadas introduced the point of view of the Economist on the
economic and political developments in Kirghizistan. Enrica Bergamo,
responsible for the Monitor Unit at the IECOB, presented the geopolitical
and macroeconomic aspects of the country, whilst two Italian undertakings
involved in business with Kirghizistan answered questions raised by the
participants interested in doing business there. The open structure
adopted at this meeting will be used also for the following case studies.
A paper on the political and economic situation of Kirghizistan is
available on request for free (only in Italian). The next meeting will be
on <st1:place w:st="on"><st1:country-region
w:st="on">Uzbekistan</st1:country-region></st1:place>.
