International Conference organized by the Documentation Centre for =
Property Transfers of Cultural Assets of WWII Victims
In the past numerous cultural assets taken away as the result of the =
Nazi persecution or later as the spoils of war were relocated into the =
different parts of the world. The past decade has seen a great increase =
in interest in the cultural assets and their transfers in Europe. The =
fall of the iron curtain provoked the large demand for the information =
on the looted art in Central and Eastern Europe. The new centres and =
commissions have been opened in the frame of the search and restitution =
of these artistic treasures. Today these institutions present their =
research results on the looted art. Many museums, libraries and archives =
open their stocks of existing cultural assets in order to examine them. =
There are also various data banks on the Internet where the information =
on provenance of some objects of art and other cultural objects can be =
found. Nevertheless the main task in the area of the lost property still =
remains. The common co-operation as well as the funding of these centres =
and institutions always stays sporadic and disconnected and the =
coordination among the current effort still needs to be improved. =
Non-occurrence of the supranational organization, which could roof =
particular centres and institutions and encourage their research as well =
as maintain the international co-operation, is evident. That's why we =
sincerely believe this international meeting could contribute to better =
understanding and it can lay the foundations of the mutual co-operation.
The previous international conference, organized by Documentation Centre =
for Property Transfers of Cultural Assets of WW II Victims, which took =
place in Brno two years ago, tried to contribute to the mutual exchange =
of the historical knowledge in the area of the confiscated and lost =
cultural
property. This conference will continue the process by focusing on the =
present and especially future of these cultural assets, specifically in =
relation to lay the foundations to the future international co-operation =
both within the EU area and beyond its frontiers.
This essential aim of the conference is to present and discuss an =
assessment of the material, financial, social and political status of =
the various form of the international co-operation. As we sincerely hope =
this event should provide an exceptional opportunity to develop the =
common policies and strategies towards the questions of restitution, =
claims and restoration of the cultural property.

Location: Cesky Krumlov - a unique historical town - an open-air museum, =
which contains more than 300 historical Buildings. The downtown has been =
preserved as a medieval architectonical historical monument. It is a =
great historical urban reservation. The significance of the old town as =
an unusual Historical Monument was pointed out in 1992 by the act of the =
International Association UNESCO. This town is one of the final =
destinations of thousands of visitors of the Czech Republic and also =
abroad.

The conference aims to explore the issue as applied to the historical =
and present cases as well as to the future of the cultural assets in =
connection with the research centres and the other similar institutions.
Themes include:
Panel Nr. 1: FUTURE OF THE CONFISCATED AND LOST WORKS OF ART - =
INTERNATIONAL CO-OPERATION
(real possibility of the international co-operation focused on the =
research in the area of the confiscated or lost works of art; destiny of =
the looted art in the frame of the European context; reasons for =
creation of the new international organization as a guarantor for the =
continuation of the research in the area of the looted art and spoils of =
war in general; etc.)
Panel Nr. 2: MAIN ISSUES CONNECTED TO THE RESEARCH AND RESTITUTION OF =
THE LOOTED ART
(discussion on the problems regarding the recovery and restoration of =
the confiscated tangible property; scientific and legal examples; etc.)
Panel Nr. 3: BOOKS AS THE FORGOTTEN PART OF THE CONFISCATION AND SPOILS =
OF WAR
(destiny of the confiscated books, collections and libraries during and =
after WW II)
Panel Nr. 4: PRESENTATION OF THE CURRENT DATABASIS
(data banks on the web; data banks partly accessible; special data banks =
and PC programmes connected to the documentation of the looted art; =
contemporaneous requests and tendencies; etc.)
Panel Nr. 5: PRESENTATION OF THE CENTRES AND INSTITUTIONS FOCUSED ON ON =
THE LOST CULTURAL PROPERTY
(new institutions, their aims, programmes and results; small European =
countries and their opportunity in the field of the research on looted =
art; etc.)
Panel Nr. 6: ACHIEVEMENT OF SUCCESS IN RECOVERY AND SEARCH FOR THE LOST =
OBJECTS D'ART
(particular cases; destiny of the legitimate owners; main issues in the =
restitution law in different countries; government attitude towards the =
restitution; etc.)
Proposals must include name of the speaker, institution and an abstract =
(up to 5OO words) emphasizing the number of panel chosen by the speaker =
and
title of the lecture/paper. Abstract proposal should be submitted by =
August 31st, 2005 as an attached Word document to: =
