THE CENTRE FOR EAST EUROPEAN STUDIES of Warsaw University and the=20
Association for the Study of Nationalities are organizing a Special=20
Convention to be held in Warsaw, July 18-21, 2004. THE CENTRE FOR=20
EASTERN STUDIES is involved/is a partner/ in the Special Convention. It=20
is a Polish governmental analytical institution entrusted with=20
monitoring the current political, economic and social situation in=20
Central and Eastern Europe, The Balkans, the Caucasus and Central Asia.=20
THE PATRONAGE over the Special Warsaw Convention will be held by Rector=20
Magnificus of Warsaw University Piotr Weglenski, the Minister of Foreign=20
Affairs Wlodzimierz Cimoszewicz and the President of Warsaw Lech Kaczynsk=
i.

PARTICIPANTS from all over the world, especially experts on Central=20
Asian, East-Central European and Balkan affairs are expected to take=20
part. We expect a large number of scholars from the states of the former=20
Soviet Union, and Eastern and Central Europe. Please note that this=20
Special Convention is distinct from the ASN Annual World Convention,=20
which will take place at Columbia University, New York, on 15-17 April=20
2004 (www.nationalities.org).

The main theme of the Convention is the fate of nationalities and of=20
national and nationalist ideas in a world of globalization and economic=20
and political integration.  This includes the relation between national=20
ideals and the process of transformation in Central Asia, the Caucasus,=20
East-Central Europe and the Balkans, the question of political change=20
and democratization in the post-Soviet area, as well as the prospects=20
for systemic change in the post-communist world.

The Special Warsaw Convention will consider proposals on topics related=20
to national identity, nationalism, ethnic conflict and state-building in=20
Central and Eastern Europe, the former Soviet Union, and adjacent areas.=20
The Convention invites proposals for individual papers or for complete=20
panels.

THE CONVENTION is inviting submissions of recent documentaries or=20
feature films and available in video (VHS or DVD) format. The videos=20
selected for the convention will be screened during regular panel slots=20
and will be followed by a discussion moderated by academic experts.

THE LAST SPECIAL ASN CONVENTION, held in June 2002 in Forli, Italy,=20
organized by The Centro per l'Europa Centro Orientale e Balcanica,=20
featured panels on the Balkans, the Baltic Region, the Caucasus, Central=20
Europe, Central Asia, Russia, Ukraine, and Turkey, as well as thematic=20
panels on nationalism, conflict resolution, democratization, economics,=20
demography, anthropology, language issues, social science and geography,=20
historiography, ethnicity in film and literature, and theoretical=20
approaches to nationalism, identity and regional cooperation. It was the=20
biggest international scholarly convention ever conducted on the=20
European continent for experts on nationalism, identity and regional=20
co-operation in Central and Eastern Europe, the former Soviet Union, and=20
the Balkans.

LOCATION

The Convention will be held at the Warsaw University campus in the=20
centre of Warsaw, Krakowskie Przedmiescie 26/28. The campus is formed by=20
the complex of classical buildings, most of which were built in 18. and=20
19. centuries in order to satisfy the needs of Warsaw University and=20
other educational institutions. The main edifice, King Casimir=EDs palace=
,=20
was built in the first half of the 17. century. Warsaw University itself=20
was fouded in 1816. The location is surrounded by silhouettes of baroque=20
churches, situated along the Royal Way, in the vicinity of the Royal=20
Castle and the Old City.

SCHEDULE

The convention will begin on Sunday evening, July 18, and end on=20
Wednesday evening, July 21, 2004.

PAPER/PANEL PROPOSALS

The application forms are attached at the end of the Call for Papers.=20
Proposals must be e-mailed to Jan Malicki at asn.studium@uw.edu.pl.=20
Please note that participants with individual papers will also be=20
brought together into panel groups. The word "panelist", used further in=20
this text, refers both to participants with individual papers or=20
participants in panel proposals. All proposals will be examined by the=20
Convention Program Committee.

REGISTRATION

REGISTRATION FEES ARE:

1. Western countries

- ASN members - 45 EUR
- non-members - 60 EUR
- students - 30 EUR

2. East Central European EU countries - 20 EUR

3. Poland

- scholars - 30 EUR
- students - 10 EUR
- students and graduates of the Centre for East European Studies - 5 EUR

4. Central Asian, Caucasian, Balkan countries and Russia - 5 EUR

All panelists must pre-register by May 15th, 2004. Pre-registration can=20
be done electronically, by fax, or by regular mail. The registration=20
form can be downloaded from www.uw.edu.pl. In case of cancellation=20
before May 15, 2004, a refund of the registration fee is possible. After=20
that date, the organizers will not accept any requests for refund.

FUNDING

Participants are responsible for covering all travel and accommodation=20
costs. Panelists from the Central Asian, Caucasian, East European,=20
Balkan countries and Russia may be offered:

- a partial refund of accommodation costs in hostels and other=20
inexpensive lodgings

- accomodation in private apartments belonging to Warsaw University=20
scholars, students and administration staff

- in exceptional cases: the help in finding money necessary to budget=20
travel costs

- a full refund of accommodation and travel costs in case of 20=20
prominent scholars from Central Asia, the Caucasus, Eastern Europe, the=20
Balkans or Russia, selected by the ASN, the Centre for East European=20
Studies and the Centre for Eastern Studies


All the details will be given on our web site beginning on May 1, 2004,=20
after the Program Committee will have completed its work. Participants=20
from the East are encouraged to apply to international foundations for=20
the refund of travel costs.

ACCOMMODATION

Our web site will provide, beginning from the April 1, 2004, a list of=20
several hotels, hostels and private appartments in various price ranges.=20
Participants will also have the opportunity to consult the Convention=20
organisers' staff. They are strongly encouraged to reserve as early as=20
possible.

ADVERTISEMENTS/EXHIBITORS

The exhibition of Polish and East and Central Europe publishing houses=20
active in the field of regional studies will take place during the=20
Special Convention. ASN will offer its latest publications at a separate=20
stand. Reviews of Polish films and concerts of Polish classical music=20
are planned. It will be possible for participants to attend concerts of=20
the Mozart Festival, which will be held in Warsaw in July, 2004.

For those interested, the Centre for Eastern Studies can offer tours to=20
Belarus, Lithuania, Ukraine and the district of Kaliningrad. The cost=20
will be known by Spring 2004. Please take into consideration that the=20
majority of participants from Western countries need separate visas to=20
Belarus, Ukraine, and Kalinigrad. The Centre for East European Studies=20
is not responsible for providing necessary documents.

CONVENTION PAPERS

The convention papers will be available for sale at the Convention for 1=20
euro apiece, according to ASN Conventions' tradition.

MEMBERSHIP SUBSCRIPTION TO ASN

A yearly membership to ASN is $60 ($35 for students). Members receive=20
the journal Nationalities Papers quarterly, the periodical Analysis of=20
Current Events (ACE), and the newsletter ASNews twice a year, as well as=20
a registration discount at the ASN Annual World Convention. ASN Members=20
also have the option of subscribing to Europe-Asia Studies at the=20
cut-rate of $60 yearly. A membership form can be downloaded from ASN web=20

APPLICATION INFORMATION

The Centre and ASN are accepting proposals for panels or individual=20
papers. The forms for proposals together with the application form are=20
attached below. We kindly ask participants who don't wish to present any=20
paper at the conference to fill in the application form. The forms have=20
to be e-mailed to Jan Malicki at the Centre for East European Studies,=20
Warsaw, asn.studium@uw.edu.pl. All forms must be included as attachments=20
IN THE BODY OF A SINGLE EMAIL.

PLEASE FILL IN THE FORMS IN LATIN ALPHABET!

If audio-visual equipment (overhead projector, PowerPoint, VCR) is=20
required, please indicate so in your application. Please understand that=20
not ALL video/technical requests can be accommodated.

Applicants must abide by three golden rules:
- No participant may be listed more than once on a given panel
- No participant may present more than one paper at the convention
- No participant may appear more than twice in the convention program

Proposals must be sent by email at asn.studium@uw.edu.pl .The Convention=20
Program Committee will be entrusted with the final selections.
